Discipline and obedience

Two Cebu City leaders said they wanted to be leaders known for their emphasis on discipline.  One is a lady running an equipment  trading company.  The other a gentleman runs a power plant for  a cement factory.  It is understood that in this situation (situational leadership ha6), you need an exacting precise type of leadership. You must remember that the Chernobyl accident was not a technical failure but a  worker simply failed to turn on/off a valve, as required in during a maintenance procedure, the power plant lost water coolant, and consequently melted down.

In Rockwell, when the leadership of Xi Jinping, the president of China was mentioned, ie being totalitarian, a leader could not think how is it possible to have this kind of leadership?  Wont there be rebellion? Or pockets of dissent?  Again, if you were to lead a nation 1.3 billion strong, with past history of wars among tribes and various provinces, with 50 million politburo members, how can you be on top of the heap and control your subordinates the govt and the country? Wont you impose strict discipline and obedience.?
